Abstract The emergency management system appears to have failed during the untoward event of Hurricane Katrina in New Orleans despite adequate planning. Some important questions concerning the extent to which the problems of New Orleans could occur elsewhere are examined and also some general issues relating to the processes of emergency management are discussed.
