Abstract/Summary Since the mid 1980s Australia has been one of the few western countries to develop a national response to homelessness. Starting with the Supported Accommodation Assistance Program (SAAP) and more recently with the Specialist Homelessness System (SHS), Australian policy responses have attempted to provide assistance to a broad range of people experiencing housing related problems.
