Abstract The shifting and non-shifting fluorescence at varied excitations are observed on carbon nanodots prepared by electro-oxidizing carbon paste electrodes with different compositions. The emissions are proposed to be mainly attributed to the surface states rising from surface oxidation of carbon nanodots.
