Abstract Aviation is a complex and safety critical industry which benefits from safety management system (SMS) programs based on the International Civil Aviation Organisation (ICAO) standards and recommendations outlined in ICAO Annex 19. However, in general there is no agreement about which SMS components and which SMS elements individually contribute the most to safety performance. This paper uses the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method to test the Australian Civil Aviation Safety Authority SMS framework and to define its critical components and elements. It is shown that "Safety Assurance" plays the most important role in CASA's SMS - this is perhaps not surprising since assurance activities typically include systematic monitoring and recording of safety performance along with evaluating safety management processes and practices.
