Abstract This paper has essentially sought to reveal some of the main features of an informal support system that operates in metropolitan Melbourne but is largely invisible and unknown to many Victorians. The provision of ER has and continues to be an important means of helping people cope with their temporary and ongoing financial problems. It is therefore surprising to discover that academic researchers have to date not accorded emergency relief the attention it deserves as a survival strategy against poverty. In fact, much still needs to be done in this country to document the daily struggles of people living in poverty and relying on an inadequate national income support system set up after WW11 to overcome this very problem.
